Dr. Casey Hallgarth

Dr. Casey Hallgarth grew up in Eastern Oregon, where school was often the most stable place in his life. The adults who taught and coached him through difficult years shaped his understanding of what schools can provide when they are consistent, present, and focused on kids.

He is in his second year as Superintendent of Baker School District 5J, leading a system that includes traditional schools, a statewide virtual academy, and Baker Technical Institute. Under his leadership, the district has expanded pathways for students and adults in welding, heavy equipment, CDL, nursing, and lineman training while supporting partners across multiple states.

Before Baker, he spent six years leading Prairie City School District through financial stabilization, cultural rebuilding, and enrollment growth that more than doubled the size of the district.

Dr. Hallgarth began his career as a sixth-grade teacher, and classroom experience still anchors the way he leads today. He focuses on building systems that hold over time by aligning people, priorities, and resources so expectations remain consistent across classrooms, schools, and leadership teams.

He recently completed his Doctorate in Educational Leadership and is co-author of a forthcoming book on rural school leadership. Throughout his career, one question has remained constant: What does this do for kids?
